Why some people ont heed Tornado and other severe weather warnings

This article talks about why some people dont find shelter during a tornado warning. After the tornado NOAA’s National Weather Service talked to the survivers and found out that two thirds of the victims were in mobile homes or did not have access to a safe shelter.
